ask the authorities of the University (through the Governor) to supply a paper of generalinformation for

distribution to persons interested and in order to

save your department any trouble in the matter I will

at once write myself to Sir H. May.

5. In the meantime I enclose the latest

Memorandum that I am aware of drawn up myself a few

days before leaving HongKong for your information. I

have a few additional copies if required. The first

four pages form a précis of the salient points in

connection with the University: the remainder

consists of Appendices and plans.
